McKinley wants the United States to annex Philippines because he believes that only the United States have the power to do well to Philippines and no other country is good for it. He said that giving Philippines to Spain “would be cowardly and dishonourable” and t France it would be “bad business and discreditable” and leaving them alone would not be good because “they were unfit for self-Government”.
